Head of Labor Relations (Location: Southwest U.S.)

About the Opportunity:

Our client in the aviation industry is seeking a Head of Labor Relations to spearhead the development and implementation of short term and long term labor strategies within the North American operations. This position is located in the Southwest U.S. Relocation may be required.

Duties & Responsibilities:

Business Strategy, Policies and Tools

  • Develops and directs the Company’s Labor Relations program in the North Americas Region, including oversight for all administration of labor relations, dispute resolution and interpretation/implementation of collective bargaining agreement policies, legal requirements, arbitration proceedings, and employee communication.
  • Develops and implement a comprehensive labor relations strategy that addresses the company’s current and ongoing business needs. Effectively delegates tasks to implement strategy.
  • Proactively anticipate possible union’s actions and objectives, and identify where the union may try to force the Company into decisions adverse to the corporation.
  • Directs negotiation preparation and bargaining strategies.
  • Serve as chief management negotiator in labor contract negotiations as needed.

Labor Relations

  • Analyze data regarding labor relations legislation, labor market conditions, prevailing union-management practices, wage surveys and employee benefit programs.
  • Seek to avoid having union activities present the Company in a negative light and anticipate areas where the Company can proactively combat union activities.
  • Develop priorities for proposals for upcoming negotiations and anticipate union demands.
  • Counsel operations management functions on contract provisions and issues in order to facilitate labor agreement compliance.
  • Research developing issues in labor relations to provide executive management with pertinent and appropriate information for decision-making.
  • Analyze grievance issues and initiates appropriate corrective action.
  • Counsel Headquarters and Operations Vice Presidents, General Managers and HR Directors/Managers regarding policies.
  • Manage National Mediation Board (NMB) on external constituents impacting labor relations issues at the Company.
  • Ensure compliance with all applicable polices, rules, regulations and laws; stay abreast of legal regulatory and policy developments affecting areas of responsibility; enforce legal and regulatory requirements impartially.
  • Develop, implement and maintain management training initiatives that ensure Company compliance with federal and state laws and regulations, with employee labor relations’ policy.
  • Work in conjunction with the Legal Department, Finance Department, and/or Corporate Counsel as applicable.
  • Facilitating the strategic and operational leadership of the employee and labor relations practices within Human Resources including the employee and labor relations practices in local entities. This includes oversight of policy development, implementation and measurement of effectiveness.


  • Ensure that the area of responsibility is properly organized, staffed and directed.
  • Advise on employee communications strategies that can be used proactively and in response to union communications to employees.
  • Guide, motivate and develop the directly and indirectly subordinate employees within the Human Resources policy.
  • Improve relationships with local and national union leadership.
  • Plan, implement and control the budget in the area of responsibility; initiate and steer corrective actions in case of deviations.
  • With team, will develop and lead labor relations training.
  • Role reports into VP of HR and CFO.


  • Bachelor’s degree required; advanced degree in Industrial Relations or related a plus.
  • At least ten years of experience in labor relations with emphasis on multi-unit negotiations as chief spokesperson skills.
  • Prior experience dealing with local living wage ordinances and minimum wage provisions.
  • In-depth knowledge of dispute resolution mechanisms under RLA and employment/labor laws.
  • Demonstrated ability to influence and establish and maintain collaborative partnerships.
  • Proven leadership ability in a fast-paced environment.
  • Superior oral communication skills both verbally and in writing.
  • Requires excellent conflict resolution and verbal and written communication skills. Requires demonstrated leadership and interpersonal skills necessary to communicate, partner and mediate.
  • North America, multi-state experience required.
  • Ability to travel at least 60% across the USA and limited travel to overseas.
